PECULIARITIES OF STATE SUPERVISION IN THE SPHERE OF USE OF OBJECTS OF THE NATURE RESERVE FUND IN THE TERRITORY OF ZHYTOMYR REGION
Abstract
The purpose of the study was to investigate the specifics of the implementation of state environmental supervision (control) in the field of use of objects of the nature reserve fund of Zhytomyr region by the Department of state environmental supervision (control) in Zhytomyr region during 2019-2021. Methods. During the research, statistical data of the main statistics office in Zhytomyr Region and materials of the State Environmental Inspection of Polissky District were used regarding the implementation of state supervision (control) measures in the field of use of objects of the nature reserve fund of Zhytomyr Region during 2019-2021. The results. It was established that the structure of the nature reserve fund of the Zhytomyr region contains 242 objects, among which the largest part is occupied by nature reserves, and the largest number of objects of the nature reserve fund are located in the territory of the Korosten district, namely 103 objects. State supervision (control) of compliance with the requirements of legislation in terms of protection and use of territories and objects of the nature reserve is entrusted to the State Environmental Inspection, whose powers are exercised within the Zhytomyr Region by the State Environmental Inspection of the Polissky District. During 2019-2021, the Department of State Environmental Supervision (Control) in Zhytomyr Oblast carried out 4,504 resource inspections, 56 of which are inspections in the field of use of objects of the nature reserve fund, on the basis of which 42 administrative offense protocols were drawn up. The total amount of fines imposed as a result of inspections was 0.425 thousand UAH, which was collected in full, and the total amount of calculated damages was 117.894 thousand UAH. Conclusions. According to the results of the inspections, 4 claims were presented for a total amount of UAH 50.251, of which 46.2% were paid, and the main violations during the inspections were illegal felling and damage to trees within the nature reserve fund.
